once an organization is corrupt

it cannot uncorrupt itself;

because you cannot end corruption without exposing corruption.

and the powerful and corrupt will never allow themselves to be exposed. especially if they can still use the corrupt system to protect themselves from exposure.

they will either be audited against their will,
or they will not be audited at all.

it cannot be left up to the indicted,
to decide whether or not there will be an audit.
