The terms of public service are the prerogative of the public. Fundamental among those terms; public servants are accountable to the public, and to meaningful standards of conduct and competence, at least for the eight measly hours a day that we have to "trust" them with the control over our power and our resources.

You might start looking into a supposed business deal between esquivel and brooks re the APS soccer complex near Volcano Vista HS. The word out there is that esquivel owned that land. As a favor to esquivel brooks approved the purchase of the land for the soccer complex which turned into a disaster requiring millions of dollars to make the fields up to par. This could be the reason esquivel won't sack a walking time bomb and the No.1 APS bully.
